Before paying for shopping in Korea, ask whether the store offers an immediate refund or issues a voucher for a later claim. The difference changes what you pay now, what paperwork you keep and what you must do before departure. A qualifying purchase amount alone does not establish your eligibility.
This guide covers tourist refunds on goods you will take out of Korea. It is an English companion to our Korean-language refund guide; the original remains a separate article.
Duty-free shopping is a separate route
KTO distinguishes duty-free prices, where VAT and individual consumption tax are already excluded, from tax-refund shopping. An immediate refund deducts eligible tax at payment; a general refund follows a tax-inclusive purchase. Its comprehensive guide excludes duty-free goods from tourist tax refunds.
For an operator example, Shilla's Korean-store shopping guide requires confirmed overseas departure and asks shoppers to bring a passport and e-ticket with departure details. Its collection guide describes departure-day pickup with a passport and flight ticket. Follow the actual order's collection and voucher instructions. These are duty-free shopping arrangements; the tourist-refund eligibility and purchase thresholds below are a different checklist.
Ask the shop how a coupon affects your eligible purchase amount and paperwork before counting a refund. No particular shop's coupon/refund combination is verified here.
Check your status and the goods first
KTO's comprehensive goods guide describes eligible shoppers as non-residents who do not earn income in Korea. Its separate shopping guidance describes foreign tourists staying less than six months, with different conditions for overseas Koreans. If you live or work in Korea, or have an unusual entry or residency status, confirm eligibility with Customs or the refund operator before buying.
Korea Customs Service specifies unopened, unused goods and export within three months of purchase. Keep the goods available for the required checks. A product you intend to use during the holiday is a different purchase decision from one you are keeping unopened to take home.
Choose the refund route at checkout
The KTO guide sets a minimum eligible purchase of KRW 15,000. The Customs Service's April 2026 comparison distinguishes immediate and downtown limits. These are purchase-value conditions, not the amount you receive back.
| Route | Details and conditions |
| Immediate refund | Purchase-value conditions: At least KRW 15,000; under KRW 1 million per transaction; relevant trip total no more than KRW 5 million Your next check: Participating store, passport verification and deduction at payment |
| General refund: downtown | Purchase-value conditions: At least KRW 15,000; no more than KRW 6 million per transaction Your next check: Operator, voucher, guarantee requirements and later export confirmation |
| General refund: airport or another supported route | Purchase-value conditions: KTO lists a minimum KRW 15,000 purchase Your next check: The procedure for the airport, mailbox or mobile route on your voucher |
The current immediate-refund regulation counts the transaction values including the tax-equivalent amount. A purchase of exactly KRW 1 million is not below that single-transaction limit. Ask the store which supported route applies instead of assuming all refund routes share one ceiling.
For an immediate refund, check that the deduction is reflected in your payment record. For a general refund, keep the voucher and follow that route's instructions. A downtown payout does not remove the later export-confirmation step; KTO's guide also lists a passport, voucher and credit card for that route.
Ask for the right document
Before leaving the store, ask: "Has the refund already been applied, or do I need to claim it later?" Then check the refund operator's name, the selected method and the details on the paperwork.
Incheon Airport Customs requires the passport, goods and goods-sales confirmation for its export check; it specifically distinguishes that confirmation from an ordinary receipt. Ask for the tax-refund document at the participating shop rather than assuming a card-payment slip is sufficient.
Plan the departure check before checking the bag
Keep the goods, passport and refund paperwork together and accessible. If the goods will go in checked baggage, Incheon Airport Customs says the goods must be presented for confirmation before the bag is handed over. Follow the kiosk or officer's instructions, including any selection for inspection.
Customs export confirmation and receiving the money are different stages. Use the refund operator and method shown on your voucher after completing the required confirmation. Check the current arrangements for your actual airport or port; do not rely on a remembered counter number or assume every payment method has the same timing.

FAQ
Does every eligible purchase return a fixed percentage?
Do not budget a flat percentage. Ask for the net refund, any operator charges and the payment method for your transaction. A purchase threshold is not a promised refund amount.
What if my stay is exactly six months?
KTO's comprehensive English page includes both "up to 6 months" and "6 months or more" exclusion wording. Do not use that page alone to decide the boundary. Confirm your status with Customs or the operator before purchase.
Can I use an item before claiming?
Customs specifies unopened, unused goods. Check before opening anything you intend to include in a refund claim.
